Implement Fixed Assets Federal and State Tax Books

Monument was tasked with this assignment.  Mentor operates in most US states and this required setting up both Federal and State Tax books.  The main challenge was that there are over 90,000 assets with some requiring special depreciation rules attached for both Federal and State requirements.
